Moving from California to Atlanta: prices, property tax, income tax and cost of living
People moving from California to Atlanta ask me the same questions: how much cheaper the homes are, whether property tax is higher, how much the state income tax saves, how the cost of living compares, and whether to sell in California first or buy in Atlanta first. Here is each comparison from official and industry data, followed by what to do in your first 30 days. I'm an Atlanta REALTOR® and a licensed loan officer in both Georgia and California, so I can handle both ends.

Prices: what the same money buys
Using September medians, California's statewide median is about 2.2 times Atlanta's; Los Angeles County about 2.5 times, Orange County about 3.7 times and Santa Clara County about 4.8 times. Selling a median-priced California home and buying a median-priced Atlanta home leaves roughly $500,000 on paper; from Orange County, about $1.08 million. (Simple median-minus-median math, before selling costs and taxes.)
Atlanta has two common measures: Georgia MLS put the September median at $399,900, while Atlanta REALTORS® reported $423,000 for August. They cover different areas, so compare each to its own year-ago figure. Atlanta is also a looser market than California right now: Georgia MLS pending sales were down 24.8% in September with 5.3% more homes for sale, so buyers can negotiate. See Atlanta's September market and California's September market.

Property tax: a higher rate, on a much lower price
California: Under Proposition 13, the base property tax rate is 1% of assessed value. The assessed value starts at market value when you buy and rises at most 2% a year until the home changes hands or is newly built; voter-approved bonds and levies are added on top. Long-time owners pay tax on a value set many years ago.
Georgia: Tax = (market value × 40% − exemptions) × local millage ÷ 1,000, and the county reassesses at market value every year. At unincorporated Gwinnett County's 2026 rate of 34.86 mills, a $399,900 home pays about $5,576 with no exemptions (about 1.39%); an owner-occupant with the regular homestead exemption saves about $226–294, for roughly $5,300.
The surprise for long-time California owners: your low Prop 13 base stays in California. In Atlanta, tax is based on the new home's current market value, so the first bill can be higher than you expect; run the numbers before you buy. Buying a new home in California resets the base too: 1% of $899,720 is about $9,000 before local levies.
In Georgia:
- File for homestead. Own and live in the home on January 1 and apply with the county by April 1; a home bought this year can first be claimed next year.
- HB 581: for homesteaded homes, the yearly increase in assessed value is generally limited to inflation (local governments could opt out).
- New construction jumps in year two: Georgia assesses as of January 1, so a finished new home is fully assessed the next year. See buying new construction in Atlanta.
To estimate a specific home: the Georgia property tax calculator lists every rate by county and city. Reading the bill and appealing: Atlanta property tax 2026.
State income tax: 4.99% vs. up to 13.3%
- Georgia: a flat 4.99% from 2026 (5.19% in 2025), as Bloomberg Tax reported from the Georgia Department of Revenue's 2026 withholding guide.
- California: graduated rates from 1% to 12.3%, plus a 1% Mental Health Services Tax on taxable income over $1 million, for a 13.3% top marginal rate.
- Retirees: Georgia does not tax Social Security, and excludes up to $35,000 of retirement income per person at ages 62–64 and $65,000 at 65 and older.
- The year you move: the Georgia Department of Revenue says people who move in during the year file as part-year residents; California generally expects a part-year return too. How income is split and when you stop being a California resident are questions for your CPA.
This is a summary of public rules, not tax advice.
Cost of living: Atlanta is about the U.S. average
BEA's Regional Price Parities set the U.S. average at 100. For 2024:
- Metro Atlanta: 100.1, essentially the national average;
- California: 110.7, the highest of any state;
- Los Angeles metro 113.6, San Francisco metro 115.6.
Housing is the biggest gap: BEA's housing (rent) index is 170.4 for metro Los Angeles and 111.0 for metro Atlanta, so the same housing costs about 1.5 times as much in Los Angeles.
Selling the California home: sell first or buy first
- The home-sale exclusion: the IRS lets you exclude up to $250,000 of gain ($500,000 married filing jointly) if you owned and lived in the home for 2 of the last 5 years.
- California withholding: a California sale generally withholds 3 1/3% of the sales price for California tax at closing (or an optional gain-based amount). A sale that qualifies as a principal residence (owned and lived in 2 of the last 5 years) is fully exempt when certified on Form 593, and sales of $100,000 or less are exempt (FTB Publication 1016).
- Sell first: the down payment and pre-approval are simplest, but you may need a rental in between.
- Buy first: use a HELOC on the California home for the down payment, or make your offer contingent on selling it (more sellers accept that in today's slower Atlanta market than a few years ago). Both homes' costs may count in the loan approval, so get pre-approved first and run both scenarios.
I'm a licensed loan officer in Georgia and California, so I can do the California HELOC and the Atlanta purchase loan, and as a Georgia REALTOR® I handle the search, the offer and the loan as one point of contact. Terms depend on your scenario.
The first 30 days in Georgia
- Driver's license: get a Georgia license or ID first; you need it to register your car.
- Car registration: the Georgia Department of Revenue requires registration within 30 days of moving; new residents pay Title Ad Valorem Tax (TAVT) of 3% of the car's fair market value.
- Homestead: if you bought a home to live in, file by the next April 1 (above).
- School enrollment: schools are assigned by address; confirm the address with the district before enrolling.
Where to live
North Atlanta suburbs such as Johns Creek, Alpharetta, Duluth, Suwanee, Peachtree Corners and Cobb County are where I most often take out-of-state clients. For prices, inventory and days on market by city, see home prices by city; verify schools by address with how to check Atlanta school zones and the Atlanta school zone map.
Real moves I've helped with: Bay Area to north Atlanta, Arizona to Johns Creek, retiring from New Jersey to Atlanta.
Buying in Atlanta while you're still in California
- Video tours: I walk you through each home on video, roof, foundation, systems and surroundings included; narrow it down, then fly in for the final two or three.
- Inspection and appraisal: I schedule an independent inspector and go through the report with you.
- Remote closing: most documents are e-signed; Georgia closings are run by a closing attorney, and anything that needs a notary can be done in California.
The full process is in the Atlanta home buying guide; buying a rental first without moving yet, see buying an Atlanta investment property from California. Tell me your budget and the area you're considering (WeChat zion4realtor or the contact form) and I'll put together a few real listings to compare.
Common questions
How much cheaper are Atlanta homes than California homes?
In September 2026 California's median was $899,720 (C.A.R.) and Atlanta's 12 core counties were at $399,900 (Georgia MLS), so California is about 2.2 times Atlanta; Orange County about 3.7 times and Santa Clara County about 4.8 times.
What is Georgia's state income tax rate?
A flat 4.99% in 2026. California's rates run from 1% to 12.3%, plus 1% on income over $1 million. Georgia does not tax Social Security.
Is Georgia's property tax higher than California's?
Measured against market value, unincorporated Gwinnett County, for example, runs about 1.3%–1.4%, above California's 1% base rate, but Atlanta prices are much lower, so the bill is often smaller. Georgia reassesses at market value every year instead of using a Prop 13 purchase-price base, and owner-occupants should file for homestead by April 1.
How soon must I get a Georgia license and register my car?
The Georgia Department of Revenue requires registration within 30 days of moving, and you need a Georgia license or ID first; new residents pay 3% TAVT on the car's fair market value.
Can I buy in Atlanta before selling my California home?
Yes. Common approaches are a HELOC on the California home for the down payment, or an offer contingent on selling it. Both homes' costs may count in the approval, so get pre-approved first and compare buying first with selling first.
