Atlanta builders are slashing prices: Pulte down $100K, Toll down $215K, and Ashton Woods' 3.99% (4.75% APR) ends Oct. 31

361 metro Atlanta new homes were cut in the past 7 days ($7.91 million in total, per Dwellmark). Pulte cut a 6-bedroom in Cumming by $100,330, Toll Brothers took $215,000 off a Cumming home in four cuts, and Ashton Woods offers 30-year fixed 3.99% (4.75% APR) FHA/VA financing on contracts through Oct. 31. The numbers, the fine print, and how to negotiate.

Atlanta's new-home market belongs to buyers right now. According to Dwellmark's builder price-cut tracker, 361 new homes in metro Atlanta were cut in the past 7 days, $7.91 million in total. It's not just small builders: Pulte and Toll Brothers are cutting tens of thousands, even six figures, at a time, and Ashton Woods has a 30-year fixed 3.99% (4.75% APR) rate promotion that runs only through Oct. 31.

Why builders are cutting

The NAHB/Wells Fargo builder confidence index fell 3 points to 29 in October, its lowest since June 2012. 43% of builders cut prices, the most in six years; the average cut was 6% for the seventh month in a row; and 65% used sales incentives.

The reason is simple: Freddie Mac's U.S. average 30-year fixed rate was 7.32% on Oct. 22, buyers have thinned out, and builders want their finished and nearly finished homes (quick move-ins) sold before year end.

Pulte: a 6-bedroom in Cumming, down about $100K

At Pulte's Berkeley Mill in Cumming (Forsyth County, about a mile from GA-400 and 10 minutes from Lake Lanier):

Home at Berkeley MillWasNowCut
Wingate plan, 6 bd / 4 ba, 3,230 sq ft$825,090$724,760$100,330 (about 12.2%)
Riverton plan, 5 bd / 4.5 ba, 3,554 sq ft$895,937$768,690$127,247
Aspire plan, 4 bd / 2.5 ba, 2,404 sq ft$626,571$566,101$60,470

The first row's "was" price is one Pulte's site has listed and "now" is the latest list price Dwellmark recorded (Pulte's quick move-in page still shows $825,090, so go by the builder's actual quote); the other two rows are Pulte's own was/now prices.

At another Pulte community in Cumming, five homes were cut starting around Oct. 23, by $87,000 to $99,000 each (Dwellmark).

Pulte also advertises a 7/6 ARM at 4.99% (5.78%–5.85% APR, varies by home). It's an adjustable rate: fixed only for the first 7 years, then it adjusts every 6 months with its index, so the rate and payment can rise. It requires Pulte Mortgage and its affiliate incentive program, and a high credit score.

Ashton Woods: 30-year fixed at 3.99% (4.75% APR), through Oct. 31

The eye-catcher of the season. Per Ashton Woods' promotion page:

  • Dates: contracts written Oct. 24–31, closing by Nov. 30.
  • Rate: 30-year fixed 3.99% (4.75% APR), FHA or VA. Freddie Mac's Oct. 22 average was 7.32%, more than 3 points higher.
  • Conditions: financing through Ashton Woods' affiliated lender, Trailblazer Mortgage; primary residences only; can't be combined with other offers or negotiation; subject to credit approval and may change or end at any time.
  • Homes: the page features single-family homes and townhomes from $324,900 to $509,195:

A rate that much lower does cut the monthly cost a lot, but look at the whole deal: taking the rate means no price negotiation (it can't be combined), FHA carries mortgage insurance, and VA is only for eligible service members and veterans. Send me the home and I'll run both loans side by side on the same house for your situation.

Toll Brothers: 4 months on the market, $215,000 off

"My parents are moving here next spring. We need a suite on the main floor."

That's what the wife said the moment we walked into a Toll Brothers home in Cumming last weekend. It did have a main-floor guest room with its own bath. She stood in the doorway for a long time without a word.

Then I showed them the price history:

$1,614,000List price in June
4 cutsJuly through September
$1,399,000Price now, $215,000 lower
$291/sq ftDown from $336

4,800 sq ft, 5 bedrooms, 5.5 baths, half an acre and an unfinished basement. The husband is already planning where the ping-pong table goes.

On the drive home they argued. She said: four cuts already; wait and there may be a fifth. He said: wait, and where do my parents live? Someone else could take it. They still haven't decided.

My take: four cuts tell you the builder wants it sold by year end, so an offer now is a stronger move than waiting for cut number five. And on a home that has sat four months, closing costs, upgrades and the closing date are negotiable too, not just the price.

How I'd negotiate a new home right now

1. Separate price cuts from incentives. A price cut lowers the price and the loan; closing-cost credits and rate buydowns usually require the builder's lender. Compare both as total cost.
2. Quick move-ins have the most room. Finished homes cost the builder the most to hold, and year-end targets are near.
3. Compare the builder's loan with your own pre-approval. Not just the rate: lay out rate, APR, closing costs and credits together.
4. Have your agent before your first model-home visit. Many builders require the buyer's agent to be registered on the first visit and may not recognize one added later; many builders pay the buyer's agent, per the contract.
5. Get an independent inspection, even on new construction. Ideally before closing and again before the one-year warranty ends.
6. Plan for year-two property taxes. A new home's first bill is often for the land only; the next year it's reassessed with the house. Try the property tax calculator.

Prices and promotions are from builder websites and Dwellmark as of Oct. 28, 2026, change often, and the builder's actual quote is what counts.
